Requirements for Publication
An author grants the journal’s Publisher (Perm State University) the right to use their article as a part of the journal, as well as to add full-text versions of the article to the “Russian Index of Scientific Citation” (RISC) system.
The right to use the journal as a whole belongs to the Publisher in accordance with paragraph 7, Art. 1260 of the Civil Code of the Russian Federation and is valid indefinitely in the territory of the Russian Federation and abroad.
The Publisher’s scope of rights to use the journal as a whole corresponds to the scope of the author’s exclusive rights provided by Act 1270 of the Civil Code of the Russian Federation, the Publisher may also allow others to use the entire Periodical on certain conditions at the Publisher’s discretion.
There is no remuneration to the author for granting the above rights to the Publisher.
The author of an article published in the journal preserves the exclusive rights to the article, irrespective of the Publisher’s right to use the journal as a hole.
Submission of an article to the journal means the author’s consent for the article to be used by the Publisher on the above conditions as well as indicates that the author is aware of the terms of use of the article. Submitting background information about the author and a cover letter to the editorial office (including by e-mail or the Open Journal System) are also seen as a kind of consent.
The editorial board places authors’ surnames, initials, titles, abstracts, keywords and full-text versions of articles on the Perm State University websites: http://econom.psu.ru/science/journal/, http://economics.psu.ru.
The editorial board adds full-text versions of articles to the RISC. Submission of an article to the editorial office means the author’s consent to the above mentioned placement and addition.
There is no author’s fee for publication. An author’s copy will be sent in an electronic form (with pdf. extantion) to the specified email address.
Publication of articles is not charged. The editorial office does not charge authors for reviewing, scientific, literary and technical editing, translation of articles into English, quality control of the translation of metadata of the article into English, making and/or processing of illustrated materials, production of paper and electronic dummy layout.
All articles are peer reviewed by means of double-blind review system. The author of an article is informed about the results of peer reviewing. The editorial office of the journal sends the authors of the provided articles the copies of reviewing and the conclusion about the results of reviewing.
The Editorial Board informs that the articles for the journal are accepted in the Russian and English languages through the Personal account. Articles size should not be less than 1 printer’s sheet (40,000 characters or 15 pages), and they should not be more than 2 printer’s sheet (80,000 characters or 30 pages), they should be sent in electronic version with accompanying documents formatted according to the requirements of the editorial board. The articles of up to 4 printer’s sheets with the results of the fundamental, academic studies could be accepted upon the negotiations with the Editorial Board.
Mandatory requirements for the articles
1. All articles should be submitted in electronic form (in MS WORD format), formatted in accordance to the sample accepted by the editorial office (Sample). The sheet format is A4. Settings: margins – 2 cm; font – Times New Roman; front size – 14 pt; spacing – single; tables and figures are placed in the main text and should have appropriate titles; figures should be with the opportunity to edit them without additional address to authors (if it is necessary, separate MS Excel files with figures are sent to the editorial office); table borders should not be thick; formulas should be typed in a special equation editor; use of landscape pages to embed tables and figures in the article is not allowed.
2. It is desirable that the number of authors per paper does not exceed three.
3. The printed copy of the article must be signed on the last page by all the authors, a scanned copy of this sheet should be sent to the editorial office through the Personal account.
4. Each articled must be supplied with an abstract in the Russian and English languages. The abstract should contain the following information: introduction, main idea and purpose, methods and approaches, novelty, research results and conclusion. The size of the abstract should be from 250 to 300 words.
5. The text of an article must be structurally divided into parts reflecting the relevance of the research, its theoretical-methodological and practical value, methods of the study and their novelty, the research conclusion and results and the perspectives of future researches. All parts should be logically coherent. Each part should be entitled and the headings must be written in a bold font.
6. The title of an article, the author’s(s’) surname and first name, information about academic degree and title, place of employment, position should be submitted in both the Russian and English languages.
7. Each article must be supplied with keywords in Russian and English (from 10 words or phrases), UDC, LBC and JEL Code.
8. At the end of each article there must be a bibliography list that is arranged in accordance with the GOST R.7.0.5-2008 and References (Sample). The numeration of references is done as sources are mentioned in the text of an article. Bibliography list should not contain less than 25 sources and not less than 30% of them should be foreign. Self-citation should not be more than 15%. References to the articles from journal or collected articles should necessary indicate the pages on which the article is located (for example, Bodrov O.G. Economic freedom in uncertainty conditions // Finance and Credit. 2005. no. 2, pp. 37–43). When referring to a literary source in the text, its sequence number should be placed in square brackets (for example, [2], [2; 3]). If you specify the page(s), it should be done as follows [2, с. 312]; [3, с. 312–320]. When listing electronic resources of remote access (from the Internet), the date of access to the document should be stated in parantheses after the Internet address (accessed 01.03.2009). In the text of the article there must be references to all sources in the list, and vice versa.
9. Bibliography list must not contain normative legal acts, statistical handbooks, dictionaries, encyclopaedias, reference books, reports, textbooks, articles from non-scientific journals, newspapers and other non-scientific sources of literature. If necessary, paginal footnotes are made for these sources in the article.
10. Each article must be accompanied by a document containing information about an author. This document should contain the following: an author’s surname, first and patronymic name; place of employment (a full name of an organisation); position; academic degree and status; phone number; e-mail address.
11. In a cover letter the author should state that they consent to the terms and conditions of publication, that the given article has not been published previously, that they do not object to the article being reproduced in other academic and scholarly periodicals (including electronic), consent to the agreement to add a full-text version of the article in RSCI system free of charge, and also to state the section in which the article is supposed to be published. A separate paragraph should contain an author’s consent to the processing of personal data, including: processing (collection, systematisation, accumulation, storage, clarification (updating, changing), use, depersonalization, locking, destruction of personal data), as well as to the delivery of the data to third parties.
12. An article should be of a high academic level, characterized by relevance and scientific novelty (new theoretical, methodological approaches, new facts, hypotheses, new research results…), correspond to priority scientific specialities and the journal’s aims. Since the language and style of the article are means of conveying depth and logic of its content, it should be written in a good literary language. Text should be logically coherent. All parts (paragraphs) of the article should have a close logical connection with each other. Concepts introduced in the article and expressed in terms should necessarily be defined in a correct and logically clear way. It is necessary to avoid using synonyms of the terms.
13. In the event there is a need to revise a article according to the reviewers and editorial board’s criticism, the revised version of the paper must be received by the editorial office not later than two months from the date of sending a letter with the results of reviewing. In the event that a revised version of the paper is not received in the specified period, the article will not be submitted.
14. In the event an article is approved and accepted for publication an author should prepare an expert advice (an institute permission where the research has been made) in a single copy for the permission to publish the article in a public space (only for studies conducted in Russia), as well as a license agreement and an acceptance certificate of an article in double copies. One copy of an expert advice and two copies of a licence agreement together with an acceptance certificate should be posted to the Journal editorial office: 15, Bukireva st., Perm, 614068, Russia, Editorial office of the journal “Perm University Herald. Economy”.
15. The authors sending the articles for the editors’ consideration should efficiently response to the editorial office’s suggestions and comments.
Attention! All articles should be arranged in accordance to the journal requirements. In the event that an article does not observe the requirements and rules of formatting, it will not be submitted by the editorial office.
