The present issue of the journal is devoted to the concept of a region as an open economic system. The concept has been developed on the basis of synthesis of institutional economic theory tools, political economy and reproductive approach. This attitude to the region study considers a multilevel character of an economic system and demonstrates the interconnection between economy and sociology.
A model that describes the impact of shadow, informal and household sectors producing goods for domestic production on the dynamics of a stochastic model with heterogeneous agents is considered in the section “Economic-mathematical modelling”. The model describes empirical date of Russian economy more sufficiently.
The section “Regional economy” of the current issue is devoted to the aspects of recovery and development of rural economy and rural territories in general. A price mechanism of intracluster relationships of economic entities has been developed by the authors. The aim of the mechanism is to increase the economic entity motives in production activity. The development trends of private households as a small-scale business of economy have been revealed.
The next section of the journal describes macroeconomic approaches and an indicative system of indices to assess the efficiency of transport and logistic complex operation in the country and its macro-regions. The expediency of strategic planning to provide efficient operation of textile and garment manufacturers has been demonstrated especially in the instability conditions. The opportunity to impact the enterprise operation efficiency by means of the employer brand improvement using personnel satisfaction rate has also been proved in the section.
The final section of the journal describes the method developed to assess tax burden in a group of companies. Methodology for the assessment of economic security of organisations participating in foreign economic activity as a complex characteristic to protect their financial and economic activity from external and internal threats has also been suggested there. Retrospective analysis of the main sources and methods of data collection concerning educational migration in Russian and abroad has also been described in the final section of the journal.

The first issue of the journal in 2018 begins with the article devoted to a theoretical and methodological study of the industrial growth policy. Its structural features are abstracted in a form of a two sectoral H. Minsky model of economy. Further the trends of digital economy of the countries of OECD, EU and Russia are considered in the framework of theoretical analysis. Also acute issues of ecologization of the modern social and economic systems are discussed.
In the section “Regional and municipal economy” the methodology for assessment of a regional health care system functioning is substantiated using the synthesis of the institutional and evolutional theory and functional approach. Also the original attitude to the concept of “a smart city” is revealed and possible ways of this concept implementation in Russia are suggested.
The final section of the journal includes the articles devoted to the management of enterprises, organizations, branches and complexes of the national economy. The management features of family firms are revealed on the basis of foreign theoretical and empirical approaches to the concept of family business. The tools for the competitiveness estimation of fishery complex enterprises of Astrakhan region are suggested and validated. Considering the features of particular stages of the life cycle of an enterprise the conceptual frameworks for proactive management of an enterprise are developed. Also a model for an efficient management of scientific and pedagogical staff is suggested. This model guarantees formation and development of human capital in higher educational establishments of the RF in terms of global educational trends.

The latest issue of 2017 submitted to your attention is devoted to a list of acute questions in the field of fundamental and applied studies and is worth reading.
Features of modern macroeconomic cycle formation and challenges of current monetary policy in the BRICS countries from the view point of global economic development trends are discussed in the section “Economic Theory”. The trends of efficient institutionalization of compliance control mechanisms of socially significant organisations are also considered in this part.
The tools of economic and mathematical modelling are used to analyse empirical models of regional economic growth with spatial effect, to forecast employment rate in a region from the view point of nonlinear dynamics and to develop a methodology for assessment of key indicators of retail network in time.
The studies of regional economic systems are devoted to the substantiation of export-import balance principles while implementing import substitution process in Russia. They also concern the development of diversification trends of domestic rural economy considering the potential of small towns. Strategic priorities of municipal entities development are revealed with the improvement of the tools of scenario planning.
The article devoted to the importance to introduce a balanced scorecard system in the practice of scientific organisation management completes the present issue.

The first article in the present issue is written by E.V. Popov and O.S. Sukharev. The article is dedicated to the memory of the Noble laureate in economy Douglas North and presents a comprehensive discussion about institutional factors of economic changes. The present work substantiates the importance to develop institutional macro-economy as a separate branch of science. Further in the issue the peculiarities of social entrepreneurship and gender economy have been revealed from the view point of institutional economic theory. The transformation trend of fiscal and monetary regulations of open economic systems has been defined on the globalization analysis basis.
The determinants of direct foreign investments to the regions of the Russian Federation have been revealed using the tools of economic-mathematical modelling. Also in the issue the scenarios for Russian petrochemical industry development under sanctions have been substantiated on the Bayesian approach basis. The motor petrol market has been forecasted.
A wide range of issues, that are important for towns, have been discussed in the regional study scale. The key strategy trends to implement social and economic potential of towns have been proven.
The practical results of quality management system implementation at Russian industrial enterprises have been presented. A conceptual approach to form the present system has been suggested on the basis of the process method in management. Also in the issue there is a research devoted to the development of multi-criteria scale for the selection of employees in a personal reserve. The scale describes the peculiarities of the activity of employees at scientific-research institutes.
The last article in the issue presents and approves a multifactor model for the analysis of financial stability of sanatorium-and-spa institutions in the case study of the Bol’shaya Yalta enterprises. The model has been developed on the basis of the modification of «DuPont» model.

Theoretical and methodological methods to the research of the structural transformation of economic systems from the view point of an evolutionary approach to the analysis of structural changes, shifts and crises are discussed in the issue. Using the microeconomic analysis tools the mechanisms to minimize market and state failures when implementing public-private partnership projects have been suggested.
Theoretical, methodological and practical tasks of economic-mathematical simulation have been revealed in the scientific articles devoted to the demand and supply forecasting at a credit market based on the Bank of Russia diffusion indices, to the modelling of Russian government bonds yield with a non-residents share factor, to the development of an optimization strategy of guaranteed results for investment projecting processes and to the design of a fuzzy-logic decision tree model to structure regional TV channel audience preferences.
The improvement of regulatory support for science and industry in the Russian Federation has been proven and the system of methodological principles of business process reengineering in fuel and energy complex of Russia has been suggested.
The results of original researches in the field of transparent corporate reporting and the ways to improve the quality of accounting data in audit have been discussed.
