Между странами существует огромная конкуренция за их привлечение, поскольку они позитивно влияют на экономику страны –получателя инвестиций. Помимо прямых эффектов – увеличение ВВП, доходов бюджета, снижения уровня безработицы, – прямые иностранные инвестиции также косвенно оказывают положительное влияние на принимающую страну в виде новых знаний, передачи опыта, распространения технологий. Настоящее исследование направлено на выявление и оценку факторов (детерминант), влияющих на приток прямых иностранных инвестиций в регионы Российской Федерации. В работе были рассмотрены факторы, оказывающие значимое влияние на объем прямых иностранных инвестиций согласно результатам ранее проведенных другими авторами исследований. В качестве гипотез исследования выдвинуты следующие предположения: 1) на выбор региона для инвестирования оказывает влияние качество инфраструктуры, в том числе транспортной; 2) на объём прямых иностранных инвестиций влияют состояние институтов, «качество» гражданского общества, культура населения; 3) на потоки прямых иностранных инвестиций влияет уровень безработицы в регионе; 4) потенциальный инвестор принимает во внимание географические характеристики региона. Для верификации гипотез использована экономико-математическая модель с фиксированными эффектами. При этом в ходе моделирования притока прямых иностранных инвестиций не были учтены такие факторы, как наличие природных ресурсов и добыча полезных ископаемых, из-за недостатка статистических данных. Результаты эконометрического моделирования показывают наличие статистически значимой положительной связи между притоком прямых иностранных инвестиций и следующими показателями, выбранными для проверки гипотез: плотность автомобильных дорог общего пользования с твердым покрытием; количество преступлений, зарегистрированных правоохранительными органами в течение года на 100 тыс. человек в регионе; число посещений музеев на 1000 человек населения; наличие в регионе порта. Помимо контрольных параметров, в результате исследования выявлены другие детерминанты, оказывающее существенное влияние на объём прямых иностранных инвестиций в регионах РФ: размер рынка, уровень урбанизации, доля убыточных предприятий в регионах. Базой исследования выступили социальные, экономические, политические, гражданские, экологические и другие показатели развития 80 субъектов Российской Федерации за 2000–2016 гг. Полученные данные и результаты будут полезны для органов государственной власти регионов в целях разработки и совершенствования инвестиционной политики для значительного увеличения притока прямых иностранных инвестиций.
